Engr. Smatt Oni

Engineer Smatt Oni is a seasoned professional with over 25 years of experience in the Oil & Gas and related industries. He has built a career in Procurement, Supply Chain Management, Business Development and Operations. With almost 2 decades in senior management roles, Oni’s expertise lies in driving organizational value through innovative problem-solving, strategic partnerships, and cost-efficiency. His career objective focuses on enhancing performance and profitability by optimizing total cost of ownership and capital efficiency while fostering teamwork and collaboration with stakeholders.

Engr. Smatt Oni is the Chief Executive Officer of The Quest Centre overseeing its operations and brings his wealth of experience, rooted in the belief that the potentials of individuals and organizations can be unlocked through effective leadership development, mentoring, and coaching to drive personal excellence and operational efficiency.

Currently, he contributes his expertise to the Supply Chain Management division of NNPC Engineering & Technical Company (NETCO), a role he has held since 2024. He is the immediate past Chief Operating Officer (COO) at Minnerva Engineering & Associates Consult Ltd. from April 2021 till September 2024. Whilst at Minnerva, Engr. Ilunamien S. Y. Oni provided consultancy on process improvement, market intelligence, and cost-saving initiatives, steering operations and business development.

Also, previously, as Senior Contracts & Procurement Manager at NETCO (2018–2021), he managed procurement for ExxonMobil’s MIPS2 projects, ensuring compliance, stakeholders’ satisfaction and maintaining a ‘value-for-money’ philosophy. His tenure at DeltaAfrik Engineering/WorleyParsons (2008–2016) saw him lead multiple multi-million-dollar program of projects, procuring ~$750M in materials and services with approximately 0% litigation whilst managing a 50(+)-member team, at the time. Earlier roles at Shell Nigeria, Univation Ltd, and SavvyTech showcased his ability to successfully lead operations, negotiate bulk discounts, manage high-value procurement, improve market share and boost sales by appreciable proportions.

Engr. Smatt Oni holds a B.Eng. degree in Chemical Engineering from the Federal University of Technology, Owerri, (FUTO), A Senior Executive Management Program (SEMP) Certificate from the Metropolitan School of Business and Management (MSBM) and a Post-Graduate Certificate in Oil/Gas Engineering from Shell Special Intensive Training Program (SITP). He is currently pursuing a Master of Business Administrations (MBA) in Leadership, Technology & Entrepreneurship and Management from the Nigerian University of Technology and Management (NUTM).

He is a certified International Procurement Professional (CIPP™️), Fellow of the International Academy of Project Management (IAPM), Fellow, Institute of Management Consultants (FIMC). He is a chartered member, Nigeria Society of Engineers (NSE), Nigeria Institute of management (NIM), Chartered Institute of Purchasing & Supply Management of Nigeria (CIPSMN), Member National Contract Management Association (NCMA) amongst other Professional Institutes.

He has had extensive trainings in operations management, logistics, EPC/EPCM contracts formation, negotiation, interpersonal skills and leadership across global locations with numerous professional certifications
